Measures to restrict outsourcing omitted from Defense spending bill
"The bill, which passed the House 394-22 on Sept. 26 and is expected to pass the Senate, does not include a Senate amendment that would have allowed the Defense Department to exclude retirement benefit costs when reviewing industry and federal employee bids for jobs — if the costs in the employees’ bid are higher than the costs in contractors’ bids.
The defeated measure “would have allowed the competition to proceed based on who provides the best service, not who has the cheapest retirement plan,” said John Threlkeld, legislative representative for the American Federation of Government Employees, which supported the amendment."
